Strengthening International Cyber Crisis Response Cooperation
APEX is a collaborative international cyber exercise in which participating countries form an allied Blue Team and jointly respond to crises in order to address state-sponsored hacking groups and transnational cyber threats effectively. Based on information sharing and coordination among participating countries, it validates practical response procedures and strengthens collaborative capacity and interoperability for international cyber crisis response.
Enhancing Integrated Technology and Policy Cyber Defense Capabilities
The exercise integrates technical training for responding to real-time cyberattacks with policy training that reviews national policy, legal, and decision-making procedures. It strengthens not only technical response capabilities but also comprehensive cyber defense capabilities encompassing international coordination, crisis management, and decision-making systems.
Establishing a Model for International Cybersecurity Cooperation
Unlike conventional international cyber exercises focused on competitive rankings, APEX presents an allied exercise model that places joint response and cooperation among participating countries at its core. It expands the foundation for the international community to respond effectively to shared cyber threats and contributes to building a sustainable international cybersecurity cooperation framework.

Countries from around the world, with a focus on the Indo-Pacific region, participate together to strengthen international cybersecurity networks and continuously develop trust-based partnerships.
